[Mainland China] Ten ministries jointly issued the Notice on Further Strengthening Risk Prevention of Industrial and Other Wastewater Pollution and Ensuring the Safety of Agricultural Irrigation Water, requiring the renovation and remediation of centralized wastewater treatment facilities in industrial parks surrounding farmland to be completed by the end of 2026 年. This notice is a supporting implementation document at the ministerial level for the Ecological Environment Code effective on 2026 年 8 月 15 日, incorporating the three pollution chains of "industry-industrial park-farmland" into a unified governance framework, marking a clear signal that the top-level design of wastewater resource utilization has entered the "risk pre-positioning" stage.

I. Background: Dual Pressures from Chemical Industry Park Relocation and Agricultural Irrigation Water Safety

In recent years, safety hazards to agricultural irrigation caused by wastewater from industrial, livestock and poultry farming enterprises in China have frequently occurred. On the one hand, farmland irrigation channels still exist around some chemical industry parks that have undertaken industrial relocation, allowing wastewater accident risks to spread downstream along ditches; on the other hand, the impact of characteristic pollutants such as total salt content, heavy metals, and toxic and hazardous pollutants on agricultural irrigation water has long been underestimated. Traditional regulation focuses on end-of-pipe compliance discharge, lacking full-chain constraints on the "industrial enterprise-irrigation channel-farmland" pathway. II. Four Core Requirements

• Optimize spatial layout — Strictly uphold the red line for permanent basic farmland protection, deepen zoning control of ecological environment, and chemical industry parks undertaking industrial relocation should formulate overall plans, strictly control boundaries, and comply with chemical industry park construction standards; where farmland exists around industrial enterprises and parks, or where they are located in high-leakage-risk areas such as karst landforms, pollutant discharge control and environmental risk prevention requirements should be clearly specified in the admission list.
• Strengthen wastewater discharge control — Accelerate the construction and renovation of centralized wastewater treatment facilities in industrial parks surrounding farmland, promote full collection and full treatment of park wastewater with stable compliance discharge; consolidate the achievements of relocating and renovating chemical enterprises in key areas along major rivers.
• Carry out investigation and remediation of water environment issues in relevant enterprises — Using sewage outlets into rivers as the starting point, comprehensively investigate wastewater discharge from industrial enterprises and parks surrounding farmland, livestock and poultry farming enterprises, as well as water quality conditions of tributaries and ditches, establish a problem list based on environmental risks, complete the formulation of remediation plans by the end of 2026 年, and promote remediation in an orderly manner in accordance with laws and regulations.
• Strengthen the alignment of discharge standards — Guide the formulation and revision of local water pollutant discharge standards, strengthen discharge control requirements, and where agricultural irrigation water safety downstream may be affected, such requirements should be legally recorded in pollutant discharge permits.
