Some standard limits have had to reference foreign benchmark data for conversion and application, with insufficient coverage of local watershed aquatic ecological characteristics. With the formal implementation of the Ecological Environment Code on 2026年8月15日, pollution prevention and ecological protection have entered the "Code Era." The scientification and refinement of the standard system have been elevated to an unprecedented level, and the gap in local benchmark data urgently requires systematic resolution.
Four Key Tasks Deployed at the Ministry Executive Meeting
The ministry executive meeting held on 9月3日 clarified the main directions for ecological environment benchmark work over the next five years:
- Establish a technical methodology system — integrating scientific research foundations with practical needs, developing benchmark derivation methodologies suited to China's national conditions, and unifying the technical rules for "how to calculate";

- More precise watershed standards — starting from 9月1日 this year, watershed-specific national standards including the Discharge Standard of Water Pollutants for Chishui River Basin (GB 47945—2026) and the Discharge Control Standard of Water Pollutants for Danjiangkou Reservoir Area and Upstream (Trial) (GB 47946-2026) have taken effect collectively, with their limit values all depending on local benchmark support; as the benchmark system matures, the scientific rigor and differentiation of such watershed standards will be further enhanced;
- Standards for industrial park wastewater gain a basis — the concurrently first-released Technical Guideline for Formulating Discharge Standards of Water Pollutants for Centralized Wastewater Treatment Facilities in Industrial Parks (HJ 945.4—2026) provides compilation methodologies for "one park, one standard" across regions, while limit value calculations for local standards equally require benchmark data as a foundation;
- Predictable upgrade retrofits — the linked updating of benchmarks and standards will make requirements for municipal wastewater treatment plant upgrades and advanced treatment of industrial wastewater more transparent and predictable, avoiding investment waste caused by "arbitrary limits," while also securing scientifically sound discharge parameters for operating entities.
Forming a "Policy Package" with Recent Regulations
The Work Plan echoes the intensive water environment policies issued recently: the second review of the 8月25日 Water Law amendment draft incorporates unconventional water into unified water resource allocation; a batch of new national water pollutant discharge standards took effect collectively in 9月1日; and the Ecological Environment Code clarifies legal responsibilities for the operation of centralized wastewater treatment facilities and sludge harmless disposal. The benchmark system development fills the final gap of "where standards come from," marking the extension of China's institutional closed loop for water environment governance from laws—regulations—standards further to the scientific foundation level.
