[Vietnam] Hanoi Launches VND 75 Trillion Mega Project for River Restoration and Wastewater Treatment: Comprehensive Rehabilitation of the Nhue River to Begin in November, with 100% Centralized Treatment of Industrial Park Wastewater by 2035

Introduction:9月4日, Vietnamese Deputy Prime Minister Hồ Quốc Dũng chaired a special meeting to deploy restoration plans for degraded water bodies in the three major river systems of Bắc Hưng Hải, Nhuệ-Đáy, and Ngũ Huyện Khê. The total investment for the Nhuệ River environmental remediation project in Hanoi is 75.115万 billion VND (approximately 32亿 USD), adopting the PPP/BT model, with construction scheduled to commence in 2026年11月; the plan sets targets that by 2035年, industrial park wastewater in the region will be 100% centrally collected and treated, and the urban domestic sewage collection and treatment rate will reach 70%.

The "Water Security General Offensive" in the Red River Delta

The three major river systems of Bắc Hưng Hải, Nhuệ-Đáy, and Ngũ Huyện Khê flow through Hanoi and five surrounding provinces and cities, serving as the lifeline for water security, agricultural production, and urban development space in the Red River Delta. However, under the multiple pressures of climate change, rapid economic development, and management shortcomings, the three river systems have exceeded their environmental carrying capacity, with severely impaired self-purification capacity, and intertwined problems of water body degradation, depletion, and pollution.

At the meeting held on 9月4日, the Vietnamese Deputy Prime Minister required the establishment of cross-local coordination mechanisms, clear task divisions, and prompt implementation starting from priority project lists. The meeting also defined three major objectives of the restoration plan:

• Water resource allocation — By 2035年, restore river system flows through prioritized gravity-fed water diversion: up to 120 m³/s diverted from the Red River to the Bắc Hưng Hải system, up to 28 m³/s diverted from the Đuống River to the Ngũ Huyện Khê system, and up to 200 m³/s diverted from the Đà River to the Nhuệ-Đáy system;
• Pollution source control — By 2035年, all industrial parks and industrial clusters in the region must have complete centralized wastewater collection and treatment systems operating stably and meeting discharge standards, with urban domestic sewage collection and treatment rate reaching 70%, and rural domestic sewage treated through appropriate centralized or decentralized methods for over 45%;
• Social resource mobilization — Introduce mechanisms and policies to attract private sector participation in water body restoration and operation, emphasizing efficiency, cost-effectiveness, and sustainability.

How Large Is the Project Pipeline: An Investment Matrix Measured in Trillions of VND

Around the restoration of the three river systems, a massive water investment matrix is being rolled out across the Red River Delta:

• Nhuệ River Comprehensive Remediation Project — Total investment of 75.115万 billion VND, implemented from 2026 to 2029年, adopting a BT (Build–Transfer) contract under the PPP model, covering land acquisition and resettlement, river dredging and remediation, dike reinforcement, riverside roads and technical infrastructure, sewage collection systems on both banks, and planned wastewater treatment plant construction, requiring approximately 855 hectares of land acquisition, with a proposed land fund of approximately 218.5 hectares to balance investment, scheduled to commence in 2026年11月;
• Cầu Bây River Pollution Treatment Project — The Hanoi People's Council has approved the investment proposal, with total investment of 11万 billion VND, also adopting the PPP/BT model, scheduled to commence in 2026年9月;
• Hai Phong Old City Area Sewage Collection and Treatment Project — Utilizing approximately 1.6万 billion VND in ODA funds, with additional wastewater treatment projects in Vĩnh Bảo, Tiên Lãng and other districts, as well as the Sắt River dike system, currently in progress;
• Ongoing Projects in the Bắc Hưng Hải System — Currently, 25 projects are being implemented within this river system, covering wastewater treatment plants in various districts and townships as well as facilities for concentrated residential areas.

What This Means for the Regional Water Market

Vietnam's current round of river system restoration packages "water resource allocation + wastewater treatment + municipal pipeline networks" into a combined push, making it one of the largest comprehensive water environment remediation programs in Southeast Asia in the past two years. Industry analysis indicates that the Southeast Asian environmental protection and wastewater treatment equipment market is expected to reach 47.6亿 USD by 2026年, with year-on-year growth of 24.6%.
