On 2026 年 9 月 4 日, Hoang Hai Minh, Standing Vice Chairman of the People's Committee of Hue City, Thua Thien Hue Province, Vietnam, held talks with a delegation from the Japan International Cooperation Agency (JICA) to discuss preparations for the Phase II Water Environment Improvement Project on the North Bank of the Huong River (Phase II Project). The project is led by the People's Committee of Hue City, with support from the Japanese side through the Japanese government's Official Development Assistance (ODA) channel, with concessional loans provided by JICA. The coverage area includes four districts—Phu Xuan, Kim Long, Hoa Chau, and Huong An—totaling approximately 934 hectares. This area is located on the north bank of the Huong River and is the core urban development zone of Hue City, featuring an intricate network of rivers, lakes, and waterways, and includes part of the architectural complex of the Hue Imperial City (a World Cultural Heritage site).

II. Core Works: 3 万 m³/d Centralized Treatment Plant + Pumping Stations + Collection Network
The Phase II Project will include the following core works:
- Centralized Wastewater Treatment Plant—A new centralized wastewater treatment plant with a capacity of 3 万 m³/d, with reserved space for expansion to 5 万 m³/d to meet the medium- and long-term sewage increment demand on the north bank of the Huong River.
- Pumping Stations and Sewage Collection Network—Supporting construction of multiple lift pumping stations and main and branch sewage collection networks covering 934 hectares across the four districts, connecting the existing combined and decentralized discharge systems to the centralized treatment facility.
- Comprehensive Water Environment Governance—Simultaneously advancing dredging, revetment restoration, and aquatic ecological restoration works for waterways and lakes in the core area of the Imperial City and surrounding areas, improving regional water environment quality and flood control capacity.
After the project is implemented, it will significantly enhance the centralized sewage collection and treatment capacity of Hue City, reduce direct sewage discharge into rivers, gradually improve water quality and environmental sanitation, and enhance the quality of life of residents.
III. Funding Structure: USD 1.85 亿 Total Investment, ODA Accounts for Over 70%
The total investment of the Phase II Project is estimated at approximately JPY 272.6 亿 (approximately USD 1.85 亿), with the following funding structure:
- Japanese ODA Loan—Approximately VND 3.52 万 billion (approximately USD 1.35 亿), provided through the JICA channel, serving as the primary funding source for the project;
- Vietnamese Counterpart Funding—Approximately VND 7560 亿 (approximately USD 2900 万), borne by the Vietnamese treasury.
ODA accounts for approximately 73%, and the project execution period is 2027—2032 年, with phased completion of feasibility study approval, bidding and procurement, civil construction, equipment installation, and trial operation.
