[Saudi Arabia] NWC Signs USD 347 Million LTOM10 Contract: Upgrading 9 Sewage Treatment Plants + 15-Year O&M; Jiangsu United Water Wins Bid

Led by China's Jiangsu United Water Technology, with Saudi Armada Holding and UAE-based Prosus Holding as shareholders, the project will upgrade 9 sewage treatment plants in Hail, Qassim, Al-Jouf, and the Northern Borders Province in northern Saudi Arabia, and provide 15 年 full-cycle operation and maintenance, with a total design treatment capacity of 33.7 万 m³/d. It is a landmark contract for a Chinese water company to enter Saudi Arabia's high-end water operation market with a "retrofit + 15 年 operation" model.

I. Contract Overview: USD 3.47 亿 + 9 Plants + 15 年 O&M

According to MEED and Wedoany, Saudi National Water Company (NWC) and the China-Saudi consortium officially signed the LTOM (Long-Term Operation and Maintenance) Package 10 contract at NWC headquarters in Riyadh, the capital of Saudi Arabia. The contract amount is USD 3.47 亿 (SAR 13 亿), covering 4 provinces in northern Saudi Arabia (Hail, Qassim, Al-Jouf, and the Northern Borders Province) with a total of 9 sewage treatment plants and a total design treatment capacity of 337 000 m³/d (approximately 33.7 万 m³/d).

The contract term structure includes:

  • Initial retrofit period 3 年 — comprehensive retrofit and upgrade of the processes, equipment, and pipe networks of 9 sewage treatment plants, plus the addition of sludge drying facilities;
  • Long-term O&M period 12 年 (total cycle of 15 年) — full-cycle operation and maintenance to ensure that effluent, sludge, and environmental performance fully comply with Saudi national standards;
  • Treatment unit price0.69 SR/m³ (approximately USD 0.18 /m³), consisting of three parts: "capacity revenue + treatment volume revenue + standby revenue."

II. Consortium Structure: Led by Jiangsu United Water Technology + Saudi Local Partner + UAE Capital

The project consortium consists of three parties, a typical "Chinese technology + Saudi local execution + Gulf capital" tripartite collaboration model:

  • Jiangsu United Water Technology — the consortium leader, responsible for overall design, investment, operation, and part of the construction; leveraging years of Chinese water operation experience, it will introduce China's mature water management system into the Saudi market;
  • Saudi Armada Holding — responsible for construction, equipment import customs clearance, and local business coordination;
  • UAE-based Prosus Holding — financial investor, providing project financing support.

The project company is 100%% held by the consortium, and NWC pays service fees to the project company through a three-part payment mechanism of "capacity + treatment volume + standby," ensuring stable and predictable cash flow.

III. Strategic Significance: Entering Saudi Arabia's "Vision 2030" Water Sector

Saudi Arabia is one of the most water-scarce countries in the world, with average annual precipitation of less than 100 mm.
