The three major water systems of Bắc Hưng Hải, Nhuệ-Đáy, and Ngũ Huyện Khê are located in the core area of the Red River Delta, spanning Hanoi and several surrounding provinces and cities, and are of decisive significance to the water security, environmental carrying capacity, and development space of the Red River Delta and Hanoi. However, climate change, economic development pressure, and management shortcomings have pushed the three major water systems beyond their carrying capacity, severely limiting their self-purification capacity.
To this end, the Ministry of Agriculture and Environment of Vietnam, together with various ministries and commissions, local governments, and authoritative experts, has formulated a pilot remediation plan, clearly defining three major objectives:
- Water resource regulation and remediation — by 2035年, prioritize the regulation, allocation, restoration, and development of surface water resources through gravity flow: diverting up to 120 cubic meters/second from the Red River into the Bắc Hưng Hải water system, up to 28 cubic meters/second from the Đuống River into the Ngũ Huyện Khê water system, and up to 200 cubic meters/second from the Đà River into the Nhuệ-Đáy water system, to restore the self-purification capacity of water bodies through living water circulation.
- Systematic control of pollution sources — strictly control pollution sources affecting surface water; wastewater must be collected and treated to meet standards before being discharged into water bodies; by 2035年, all industrial parks and industrial clusters in the region will have centralized wastewater collection and treatment systems that meet environmental technical standards, the collection and treatment rate of municipal domestic sewage will reach 70%, and the treatment rate of rural domestic sewage through appropriate centralized or decentralized systems will reach over 45%.
- Introduction of market-based mechanisms — establish mechanisms and policies to mobilize social resources, especially private sector participation, in water resource remediation, highlighting efficiency, cost-effectiveness, and sustainability.
The Deputy Prime Minister emphasized at the meeting that remediation projects must not stop at restoring water resources themselves, but must also be linked with the renewal of urban development space along the routes, forming a composite benefit of "water treatment — city revitalization."
Project Implementation: Massive Investments Launched Intensively
Around the three major water systems, a number of heavyweight water treatment projects are already underway or about to commence:
- Hanoi Cầu Bây River Remediation Project — total investment of 11万 billion VND (approximately 4.17亿 USD), adopting a BT (Build-Transfer) contract under the PPP model; the Hanoi People's Council has approved the investment policy, and construction is scheduled to commence in 2026年9月.
- Nhuệ River Environmental Remediation Project — covering pollution treatment, ecological restoration, and landscape enhancement, with an estimated investment of approximately 75万 billion VND; currently in the preliminary preparation stage, with construction expected to commence in 2026年11月.
- Hai Phong Water Treatment Project Cluster — the former Hai Phong urban area wastewater collection and treatment project has received approximately 1.6万 billion VND in ODA funding support; wastewater treatment projects in Vĩnh Bảo and Tiên Lãng districts and around hospitals are being implemented simultaneously, and investment procedures for the Sắt River revetment system are being refined.
- Existing projects under construction — in the Bắc Hưng Hải water system alone, 25 projects are under construction, and a number of wastewater treatment plants distributed across various districts, counties, and concentrated residential areas are being advanced.
Market Signal: Southeast Asian Water Investment Set for Certain Growth
The Red River Delta is the most densely populated and most industrialized region in Vietnam, concentrating the Hanoi metropolitan area and numerous industrial parks. This pilot plan incorporates "full centralized treatment of industrial park wastewater" as a mandatory target for 2035年, meaning that the demand for new construction and renovation of industrial park wastewater treatment facilities in the region over the next decade is highly certain; the target collection and treatment rate of 70% for municipal domestic sewage likewise corresponds to a massive investment pool for pipe networks and wastewater treatment plants.
From a business model perspective, the plan explicitly introduces PPP and private capital. The two mega-projects in Hanoi are being advanced under BT and a to-be-determined cooperation model respectively, and Vietnam's official stance toward international contractors, equipment suppliers, and investors is clearly open. Combined with the earlier Ho Chi Minh City water and environmental project cluster and the construction wave of centralized wastewater treatment facilities in various industrial parks, Vietnam is becoming one of the markets with the highest investment intensity in water environment governance in Southeast Asia.
For Chinese environmental protection equipment and water utility companies, the implementation of the Red River Delta governance plan offers threefold opportunities: first, the demand for standard construction of centralized wastewater treatment facilities in industrial parks is highly compatible with China's domestic "one park, one policy" governance experience; second, the construction and renovation of urban sewage collection networks and treatment plants correspond to export space for complete equipment sets and membrane process technologies; third, under the PPP model, there is room for participation by Chinese water utility companies with integrated "investment-construction-operation" capabilities.
