Industrial Wastewater Advanced Treatment and Capacity Expansion Project of the Economic Development Zone of Jiang County, Shanxi Province 9月18日 Public Notice of Bid Winning Results: The 001 bid section wastewater treatment plant construction project was won by Shanxi No.4 Construction Group Co., Ltd. with a bid price of 10197.74万 yuan, and the 002 bid section Reclaimed Water Reuse pipeline network was won by Shanxi Installation Group Co., Ltd. with a bid price of 1231.05万 yuan. The project has a capacity expansion scale of 5000 m³/d, and after expansion the total treatment capacity reaches 8000 m³/d, and is equipped with 14.34 km Reclaimed Water Reuse pipeline network.

For an industrial wastewater treatment plant renovation and expansion project in a county-level economic development zone, the bid winning list nevertheless includes a complete configuration of "iron-carbon micro-electrolysis + Fenton + membrane treatment + concentrated brine treatment." Behind this is a microcosm of the treatment standards for refractory industrial wastewater sinking down to county-level industrial parks.

2026年9月18日, BJX Environmental Protection Network released the public notice of bid winning results for the Industrial Wastewater Advanced Treatment and Capacity Expansion Project of the Economic Development Zone of Jiang County. The information disclosed in this public notice is far richer than the scale of an ordinary county-level project would suggest.

Two Bid Sections, Two Winning Bidders

The project was tendered in two bid sections, and the maximum bid limits were almost identical to the winning bid prices:

The bid section results of this project are as follows:

  • 001 Wastewater Treatment Plant Construction Project — winning bidder Shanxi No.4 Construction Group Co., Ltd., winning bid price 101,977,441.73 元 (bid limit 102,032,424.72 元, equivalent to 99.95% of the bid limit, almost closing at the ceiling);
  • 002 Reclaimed Water Reuse Pipeline Network — winning bidder Shanxi Installation Group Co., Ltd., winning bid price 12,310,462.32 元 (bid limit 12,691,207.40 元).

The winning bid price of the 001 bid section closed almost at the bid limit, indicating that bidders were highly consistent in their cost estimates for this type of process package, and also reflecting from the side that the technical boundaries of such projects are already quite clear.

What deserves separate attention is the 002 bid section: the Reclaimed Water Reuse pipeline network was set as a separate bid section and undertaken by a professional installation group, with a project cost exceeding 1200万 yuan. The pipeline network is no longer packaged into the main project as an ancillary item of the wastewater treatment plant project, but instead has an independent bill of quantities, independent qualification requirements, and an independent winning bidder — this is not common in county-level industrial projects, indicating that "where the water goes" is already as important as "how the water is treated."

The Project Itself: From 3000 to 8000 m³/d

The project implements advanced treatment and capacity expansion renovation on the basis of the existing industrial wastewater treatment plant of the Economic Development Zone of Jiang County, with a capacity expansion scale of 5000 m³/d, and after expansion the total wastewater treatment capacity reaches 8000 m³/d.

In other words, the treatment capacity of the existing facilities is at approximately the 3000 m³/d level, and this round of renovation is equivalent to increasing the treatment scale by 1.67 times, and the newly added portion must bear higher effluent requirements.

The list of construction contents is quite complete:

  • Pretreatment and refractory organic matter removal — integrated water tank and equipment rooms (I and II), Hydrolysis Acidification tank and deodorization device, iron-carbon micro-electrolysis reaction tower, Fenton reaction tower;
  • Biochemical and advanced treatment — biological tank and secondary clarifier, high-efficiency sedimentation tank, filter, intermediate water tank, membrane treatment room;
  • Brine separation and reuseconcentrated brine treatment room, hydrogen peroxide dosing room, reuse water tank.

Among them, the combination of "iron-carbon micro-electrolysis + Fenton" is a typical Advanced Oxidation / AOP route for refractory organic matter, used to break long-chain molecules and improve biodegradability; while the configuration of "membrane treatment room + concentrated brine treatment room" means that the effluent is not simply discharged up to standard, but must be further desalinated and purified to a reusable level — and a separate treatment unit is provided for the concentrated brine produced by membrane concentration, avoiding salt imbalance in the system caused by accumulation of concentrated brine backflow.

This is a complete process closed-loop design made by a county-level industrial park to ensure reuse water quality.

Pipeline Network: 14.34 Kilometers of Reclaimed Water Reuse Channel

The construction content of the 002 bid section is supporting 14.34 km Reclaimed Water Reuse pipeline network and its ancillary facilities, with the pipeline network connected to the current main Reclaimed Water Reuse enterprises in the development zone, and reserving pipeline networks and interfaces for planned roads and potential water-using enterprises.

The phrase "reserve pipe networks and connections for planned roads and potential water-using enterprises" reveals the project owner's approach: the reclaimed water pipe network is not simply laid out all at once and then finished; instead, connections are reserved according to the pace of phased investment attraction. For a county-level industrial park, this is a pragmatic way to control the risk of one-time investment, and it is also the key to whether a reclaimed water project can truly work—only when there are users connected to the pipe network can there be cash flow from reclaimed water.

From the perspective of investment structure, 14.34 km of pipe network corresponds to a construction cost of 1231万 yuan, equivalent to approximately 86万 yuan/km. Independent accounting of this sum is essentially an acknowledgment of one thing: the core bottleneck constraining the reclaimed water utilization rate has never been production capacity, but rather whether the water can be delivered to the user end.

Why county-level industrial parks are beginning to adopt this type of configuration

The Jiangxian project is not an isolated case. Observing it against the policies and market of the past year, three threads point here simultaneously.

  • The downward extension of discharge standards—GB 4287—2026 "Discharge Standard of Water Pollutants for Textile Industry" has already been implemented on 9月1日, and HJ 945.4—2026 "Technical Guideline for the Development of Water Pollutant Discharge Standards for Centralized Wastewater Treatment Facilities in Industrial Parks" took effect on the same day, explicitly requiring local authorities to identify water ecological risks in light of the industrial structure and actual detection conditions of the park. This means that even in county-level industrial parks, the definition of "compliance" is expanding from COD and ammonia nitrogen to characteristic pollutants and comprehensive toxicity.
  • Unconventional water policies are incorporating them into unified allocation—the second review draft of the revised "Water Law" has explicitly included unconventional water such as reclaimed water in the unified allocation of water resources, and "reducing fresh water intake" is becoming a rigid task rather than an advocacy indicator. For water-scarce Shanxi, this constraint is particularly direct.
  • Funding channels are opening up—the aforementioned notice on financial services for the water-saving industry, jointly issued by the General Office of the Ministry of Water Resources and the Office of the Agricultural Bank of China, explicitly lists "industrial enterprise wastewater recycling," "centralized treatment and utilization of wastewater in industrial parks," and "substitution with unconventional water" as key credit support areas. The total investment volume of approximately 1.14亿 yuan across the two sections of the Jiangxian project is precisely the project scale best suited to policy funding.

With these three threads overlapping, the technical selection criteria for wastewater treatment plants in county-level industrial parks have undergone a fundamental change: the question is no longer only "can it pass online monitoring at the discharge outlet," but must also answer "can it be reused, to whom can it be reused, how should concentrated brine be treated, and who will build the pipe network."

What it means for us: TIANYI TECH's judgment

Based on our breakdown of the Jiangxian project, we recommend that clients in similar industrial parks focus on three points in the early stage of the project: first, treat "capacity expansion" and "advanced treatment" as two independent objectives and conduct water quantity and quality balance separately—many projects fail because they only expanded volume without upgrading the removal units for refractory organic matter, resulting in actual treatment loads falling short of design values; second, the outlet for concentrated brine must be determined during the process comparison and selection stage, otherwise after the membrane system is commissioned, there will be nowhere for the concentrate to go, which will directly cripple the entire reuse unit; third, the routing plan for the reclaimed water pipe network should be completed before the main plant area, clarifying near-term connected users and long-term reserved connections, so that the investment in every kilometer of pipe network can correspond to a specific water volume.

In one sentence: treatment capacity determines the upper limit, while the pipe network and users determine the lower limit. The value of a project ultimately lies in "how many tons of water are actually used," not just "how many tons of water are treated."
