[USA] EPA Launches Water Reuse Initiative at G20: Water Quality Tailored to End Use, Covering Data Centers and Semiconductors

Key Highlights: 2026年9月15日, U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin launched the G20 Energy Abundance Ministerial Meeting in Houston, initiating the G20 Water Reuse Initiative. The initiative is centered on the technology-neutral "fit-for-purpose" principle, meaning treating water to the quality required by its end use, rather than applying a single standard to all reuse scenarios; it covers industry, agriculture, energy, municipal systems, and data centers, and calls for streamlining permitting processes, strengthening technical exchanges, and pilot cooperation.

I. Water Reuse Enters the G20 Multilateral Agenda for the First Time

On water resource issues, the G20 had previously focused more on water supply security, climate change, and water governance financing. This time, the EPA placed water reuse as a standalone item on the ministerial meeting agenda, and it was unanimously adopted in the outcome document by all G20 members, meaning that reclaimed water and circulating water have been elevated from an industry technical topic to a multilateral policy consensus.

The core logic of the initiative is very clear: global freshwater demand continues to grow, and unconventional water sources such as treated wastewater, rainwater, and industrial discharge can become reliable water resource supplements as long as they are treated to the appropriate quality for their intended use. Rather than setting a single high standard for all reuse scenarios, it is better to match corresponding treatment requirements and regulatory pathways according to different uses such as agricultural irrigation, industrial cooling, municipal landscaping, energy production, and data center cooling.

II. "Fit-for-Purpose": From One-Size-Fits-All to Customization by Use

"Fit-for-purpose" is not a new concept, but making it the core principle of the G20-level water reuse framework carries important policy signal significance. It means:

  • Differentiated technical requirements — Data center cooling water and agricultural irrigation water have different water quality requirements, and the same set of treatment and monitoring standards should not be applied
  • Streamlined permitting processes — The initiative calls for simplifying the permitting and administrative procedures for reuse projects while safeguarding human health and environmental safety
  • Voluntary information sharing — Encouraging member states to share policy experience, technical standards, and project cases to reduce policy uncertainty for multinational enterprises and investors
  • Pilot projects and capacity building — Supporting demonstration projects and technical exchanges to help economies at different development levels build reuse capacity

This framework forms a policy relay with the EPA's previously released Water Reuse Action Plan 2.0 (WRAP 2.0, 2026年4月). The key areas of WRAP 2.0 include data center cooling, semiconductor manufacturing, power generation, agriculture, and industrial production; it emphasizes advancing through collaboration with states, tribes, and partners rather than establishing federal mandates.

III. Why Call Out Data Centers and Semiconductors?

The initiative specifically mentions water reuse in energy, manufacturing, agriculture, municipal systems, and data centers, reflecting the sharp rise in water pressure brought by AI and cloud computing.

According to industry reports, 2026年 more than 100 localities in the United States have imposed restrictions or moratoriums on data center construction, with excessive water use being the most common reason for resident opposition. Google uses treated wastewater provided by the local water authority at its data center in Douglas County, Georgia; Amazon Web Services has expanded its use of reclaimed water to more than 120 U.S. sites; OpenAI and Oracle have committed to a closed-loop cooling design for the Stargate hyperscale project in Michigan.

Semiconductor manufacturing is also a high-water-consumption, high-water-quality-demand industry. Chip fabs require large amounts of ultrapure water for cleaning and etching, while also generating high-concentration wastewater. Customizing water quality by use and applying treated wastewater to cooling or auxiliary processes with lower water quality requirements has become an important pathway to reducing freshwater intake.

IV. Significance for Chinese Environmental Enterprises in Going Global and Benchmarking

The G20 water reuse initiative itself is not legally binding, but it will profoundly influence international project rules, financing standards, and procurement preferences in the coming years:

  • Project Financing Preference——When evaluating water projects, multilateral development banks and export credit agencies may be more inclined to support projects featuring "fit-for-purpose" design and reuse components
  • Alignment with Technical Standards——When Chinese environmental companies expand into the Middle East, Southeast Asia, and Africa, they need to be familiar with and able to justify technical solutions based on fit-for-purpose treatment
  • Mirror of Domestic Policies——As international rules evolve, requirements for Reclaimed Water utilization in domestic industrial parks and new city development may be further refined, and "fit-for-purpose water supply" will become the norm

From the EPA's G20 initiative to local water restriction mandates for data centers in various countries, water reuse is evolving from an environmental technology into a core issue of infrastructure resilience. For water treatment companies, future competition is not just about treating water to meet standards, but about helping customers determine "where this water is suitable for use" and providing matching treatment, conveyance, and operational solutions.
